Joseph F. Vivona
Named Chief Operating Officer
for University System of Maryland
ADELPHI, Md.
(December 19, 2005) — William E. Kirwan,
chancellor of the University System of Maryland (USM), has named Joseph F. Vivona as the system’s chief operating officer (COO). Vivona is currently USM’s vice
chancellor for administration and finance.
“Joe brings an extraordinary work ethic and talent to his
position,” said Chancellor Kirwan. “The addition of
COO to his title better reflects the full breadth and scope of Joe’s current
and future leadership responsibilities within the system.”
Vivona was appointed vice
chancellor for administration and finance at USM in 1996. In that capacity, he
supports the Finance Committee of the USM Board of Regents in meeting its
responsibilities for strategic, financial, facilities, and management planning
within the university system. He is also responsible for:
• annual operating and capital budget planning;
• strategic planning;

enrollment
management;
• fiscal control and oversight;
• real property management;
• institutional research;
• human resources and collective bargaining;
·
information
technology;
• procurement.
As COO, Vivona will develop a
broader range of strategic initiatives for USM, while maintaining focus on the
system’s current priorities: national eminence, access and academic success,
economic and workforce development, and fiscal accountability. He also will
provide:

analysis, advice and guidance on key public
policy issues;
·
leadership in developing and monitoring effectiveness
and efficiency initiatives;
·
support and development of entrepreneurial
activities;
·
development of public-private and governmental
partnerships in support of research
parks and
student housing;
·
management of infrastructure and the facilities
renewal program;
·
continuing support for
the regents’ committee on finance.
According to Chancellor Kirwan, Vivona’s new title as vice chancellor of administration and
finance and chief operating officer of USM “reflects the extraordinary value
and high level of trust that the regents and I, as well as his colleagues,
place in Joe. I look forward to working
with him as a partner on behalf of USM in the coming years.”
Vivona holds a bachelor’s degree
in government and politics from St. John’s
University and a master’s degree in
public administration from New York University. He and his wife Barbara have two sons; Chris,
a dentist, and Jon, a recent graduate of Washington
University in St.
